SRA - Board Members

Norman Arbuckle - DeSoto

Born in Fitchet, Oklahoma and resides in Logansport, Louisiana. He is married to Jeannie and they have 4 children. He retired with Bellsouth, and a 1st Sargent in the US Army (24 years). Mr. Arbuckle is affiliated with Logansport High school, Cedar Grove Free Mason, Logansport City Council, Logansport Chamber of Commerce, DeSoto Chamber of Commerce, and was past President of DeSoto Parish Tourist Commission.

CA Burgess - Vernon

CA and his wife, Teresa live on the bank of Sabine River; where they enjoy fishing and wildlife. They feel blessed to reside in such a beautiful place. Their sons and grandsons enjoy fishing and swimming with them on the river. They own Master Craft Construction and French Quarter Salon and Spa in Leesville, LA. CA was born in Houston, TX and raised in Vernon Parish. CA and family hope to retire on the Sabine River.

Daniel W. Cupit - Calcasieu

Resides in Westlake, Louisiana and is married to Rhonda Liggio Cupit and they have four children. He is a graduate of McNeese State University with a BS, Masters of Education, & Plus 30. Mr. Cupit retired as a Louisiana educator: served as teacher, Coach, Counselor and Administrator. Also, retired from the US Army (Active and Reserve) as Colonel. He is the past Mayor to the City of Westlake, Louisiana and is also serving his 4th term as a Sabine River Authority Board Member and has served as a member of the West Calcasieu Parish Community Center Authority.

Frank T. Davis - Sabine

Frank, a native of Alabama, has resided in Louisiana for the last 43 years. An honors graduate of Auburn University, where he received his bachelors and masters degrees in Chemical Engineering, he was awarded the Outstanding Chemistry Graduate designation as well as chosen for Phi Beta Kappa (overall academic society) Tau Beta Pi (engineering honorary) and Phi Lambda Upsilon (chemistry honorary society). He earned a doctorate in Chemical Engineering at Louisiana State University. Prior to college he served as a Hawk Guided Missile System instructor for the U.S. Army where he had the unusual distinction of attaining the rank of Staff Sergeant (E-6) at the age of 21. He worked for 29 years for ExxonMobil Chemical Company where he had various responsibilities, which included managing hundreds of employees and an annual budget in excess of $200 million. He spent 5 years on special assignment to Exxon Chemical's headquarters where he had worldwide responsibilities. Since moving to Toledo Bend in 2001 he has served on the boards of both the Toledo Bend Lake Association and the T.B. Citizens Advisory Committee. He is the President of the Pendleton Water Association and has been on the board since 2005; chairs Sabine's Long Range Water Planning Committee and is President of the Sabine Parish Ambulance Service District Board of Commissioners. Most important to lake dwellers is the effort he and Mona, his wife of 49 years, undertook in 2003. They developed a writing campaign which led to the passage of the 168 lake level legislation for Toledo Bend.

Jimmy Foret - Calcasieu

Mr. Foret is a native of Louisiana, born in Ville Platte. Currently residing in Sulphur, LA for the past 32 years. After service in the Navy he attended Louisiana Lafayette majoring in Business. He joined Citgo Petroleum where he worked as a turnaround manager for 20 years. He founded Wholesale Radio Rental Louisiana in 1998. With operations in Louisiana, Texas and California. Wholesale Radio Rental sold to Total Safety in 2009. Mr. Foret is currently employed by Total Safety as an International Sales Manager. Jimmy is married to Christine Fontenot of Ville Platte and they have two children. They enjoy fishing, hunting, travel and golf.

Byron Gibbs - Cameron


Mr. Gibbs enlisted in the United States Air Force and served from 1968 to 1972. He entered McNeese State University where he received his BS in 1976 and a Masters Degree plus 30 in 1985, also from McNeese. He has been a teacher, coach and administrator for the Cameron Parish public school system for 37 years.  He is the proud father of two sons, Jon and 2nd Lt. Joshua Gibbs—both are veterans of (OIF). He has two grandsons, Aidan & Alec. His hobbies are fishing and playing golf, when time permits.

HN (Ned) Goodeaux II - Sabine

Mr. Goodeaux graduated from LaGrange High school, Lake Charles, Louisiana in 1965. He attended McNeese State University for 4 years majoring in Ag. Business. He is married to Gaynell and they have 2 children and 7 grandchildren. His hobbies include hunting, fishing and enjoying his grandchildren. He retired in 2002 from ConocoPhillips after 32 years as maintenance Supervisor/Scheduler and Planner. He was affiliated with: Western Heights Elementary PTO-President for 3 years, Western Heights Cub Scouts-Pack master for 3 years, Organized and introduced T-Ball to Westlake, Coached recreation Peewee football, Coached recreation T-Ball to Dixie majors Baseball, Umpired for Ward 4 Recreation.

Jerry Holmes - DeSoto

Jerry was born and reared in Keatchie, LA. He is a retired dairy farmer. Jerry is married to Crystal, they have 2 children and 5 grandchildren. Their hobbies include fishing, hunting and watching their grandsons team rope and granddaughters barrel race.

Thurman Nash - Vernon

Mr. Nash was born at Birds Creek in 1935 and is married to Robbie and they have 6 children, 9 grandchildren and 9 great grandchildren. He served in the US Army from 1953-1956 and is retired as a Rural Mail Carrier (over 30 years). He has been a member of the Burr Ferry Pentecostal Church since 1974.

Estella Scott - Beauregard

Mrs. Scott is a life long resident of DeRidder, Louisiana and is married to Leon Scott. They have 6 children, 8 grandchildren and 9 great grandchildren. She graduated high school in 1954 from Beauregard Parish Training School. She is a member of the Beauregard Church of Christ and various organizations; some include: Vice President of the City Council, Board Member of Mayor's Advisory Committee for Parks and Recreation, Board Trustee for West LA Health Services for Beauregard Memorial Hospital, Coordinator for the Annual Senior Citizen Christmas Light Tour (15th year), Vice President for the Beauregard Cancer Society and State Member, Board Member for BeauCare, and Board Member for Beauregard Parish Crime Stoppers.

Stanley Vidrine - Beauregard

He is married to Gayle and they have 3 children. He is employed as a Registered Land Surveyor and is the owner of Vidrine Land Surveying, Inc. in DeRidder, Louisiana. Mr. Vidrine is affiliated with the DeRidder City Planning Commission and his hobbies include fishing and hunting.

Bobby E. Williams - Sabine

He was born in Leesville, Louisiana. He was reared and resides in Florien, Louisiana ( except for Military time)for the past 72 years. He is married to Jean and they have five children and many grandchildren. Mr. Williams was in business at the age of 19 and for the past 51 years (except Military service). Currently manages five firms in Sabine and Vernon Parish. He taught electronics at Sabine Valley VoTec School for 2 years and is a Korean War and underage World War II Veteran. He was a Lt. Colonel, Civil Air Patrol Past Commander, Legislative Squadron, CAP. He has over 3,000 hours as an Aircraft pilot. Mr. Williams currently serves on five commissions: Sabine River Compact, Sabine River Authority, El Camino East/West Corridor (La.6 and U.S. 84). Western Corridor Commission (U.S. Hwy 171), Sabine Parish Sales and Use Tax Commission, and manages 2 shopping centers.


Mike McCormic-Sabine








He was raised in Many, La and has retired back to "home" on Toledo Bend Lake after an extensive career with Western Geophysical Company which later became a division of Baker-Hughes Corporation.  His job duties ranged from managing marine operations to executive sales worldwide.  He is a graduate of Many High School and Northwestern State University where he received his Bachelor's Degree in Industrial Technology.  He also served in the National Guard.
